Cold sores are not considered a STD because they affect the mouth not the genital area. They are also usually spread by kissing someone who has them, not by sex, like genital herpes is. Most people don't know this, but chickenpox, shingles, and even some cases of Mono are all caused by the herpes simplex virus. Does this mean every kid out there who has ever had the chickenpox has a STD? No!
ONLY genital herpes is considered a STD when it comes to the herpes simplex virus. Genital herpes is almost always spread by sex or some kind of sexual contact, hence the acronym STD.

Are you landed or not? IF yes, then you are covered by the health system for child birth. Some provinces do make you wait 3 months before coverage starts - Ontario does this.If you are not covered by the health system or by any insurance during those 3 months, then you will most likely still be billed.
There are free clinics in some cities, but they can be hard to find. They certainly will not cover childbirth or major health problems.
Childbirth can cost several thousand dollars. I received a bill for $8000 when I gave birth to my son in Ontario because I was still a visitor.
The PR card is usually received 3 or 4 weeks after landing as long as you gave the immigration dept a CANADIAN address for them to send it to.

When neglect comes into play. It is a parents duty to provide there child with healthcare etc. And if a parent fails to do this a number of occasions then someone has to step in.I never leave anything in goods hands or wait something out. If my son is ill to give me concerns over it I'll be the first one in line at the doctors.
If I was to refuse treatment for my son in regards to his medical issues I know for a fact a court order would be obtain. So I think that one rule for all should be applied not just particular circumstances.
