Every situation is different, and I don't believe anyone can answer this question honestly unless they have been faced with the situation personally.
For myself, I would hope that I could keep the child. God creates every individual for His purpose. A child who isn't born perfect (what the world defines as perfect) still has a purpose here in this world. And you know what? A lot of the times, the doctors are wrong in their pre-diagnosis. It may not be as severe as they had originally thought it to be. On the flip side, it could be much worse. Either way, I don't believe I could rest peacefully at night at the thoughts of aborting a child based on some test results.

They should not be restricted to Adults. If a child is in trouble and they do not have a mobile phone and are alone what are they going to do? But really, it is up to the parents.
