The European Health Consumer Index report is probably the best place to compare the health systems of different countries and see what they are good and bad at. Health care is very low cost for Europeans in their own countries (not free, as you pay taxes towards it and some costs).

As far as I can tell by your other questions though, it looks like you are American? Unless you have citizenship with a European country (specifically EU for places like France), you can't just move over and have access to the health system. You need a valid work/residence permit, which is very difficult to get.

Within the EU, you normally need company sponsorship to get a work permit. This requires the company to show that the job was advertised, and no local or EU applicants could fulfill the job duties. This limits permits to skilled jobs that have a lack of workers in the EU (like healthcare and engineering) or to people highly trained and specialised in their field. Permits aren't even allowed for unskilled work or general labor. You generally need to be proficient in the local language, as you are competing against native speakers who will always be hired over a non-speaker with similar skills.

Some people manage to get a transfer through the company they work for in their home country, but most did this when the economy in Europe was better and the permits were issued a little more freely. Now, with such high unemployment in Europe, it's even harder to move over.

If you do have citizenship with an EU country, you can move for a few months to look for work, but you'll likely still need to speak the local language to actually find it. Once you have a job and are registered as a resident, you gain access to the medical system.

Unfortunately, you cannot take out insurance so you can go to the doctor tomorrow. There is a 3-month probationary period with any insurance policy where they are monitoring your behavior closely. If you don't disclose your condition, yet obtain treatment for your condition within that 3-month period, your policy will be terminated.

But if you DO disclose your condition to a potential insurer, you will likely not obtain coverage; or if you do, your rates will be more than you can afford. Individual insurance carriers are looking for perfectly healthy individuals to cover.

We all need to remember that insurance companies are businesses. They aren't in the business of covering medical expenditures, they are in business to MAKE MONEY. If a potential carrier believes they will dole out more money than they will make on you, you will not obtain a policy.

Find a medical school clinic in your area that offers free or community clinics. You may then be able to obtain a referral to a neurologist, if the practitioner thinks it is warranted. You may also want to contact a county hospital.
