Because the "why should adults work with children" can range from "well, kids can't look after kids, it's like the blind leading to blind" to more complex and often specific cases like respite care (especially for disorders that can be tiring to work with, like downs or extreme ADHD or extreme autism) or expertise that can be learnt by some adults, to facts about the adults (i.e. if you are encouraging people to go into childcare you would not say "sometimes parents *really* need a break" but go on about it being challenging, invigorating, fun, etc.)

As for the importance of health and safety - it depends on the type of working with children you mean. Some will involve greater risk to the adult (i..e injured children there's moving and handling, risk of infection to child and adult). There's all sorts of guards against accusations of different types of abuse. With behavoiral problems, you need up to date vaccinations in case you get bitten, etc etc etc...

to keep both students and staff healthy-

for example:my former bosses didn't unbderstand health and safety when I worked in a public schools

a rule was made that all students in wheelchairs were to exit from teh same door even though all exits were accessible-
this could mean going clear across the building instead of teh nearest exit

a student was allowed to sit in a wet diaper and pants throughout the school including gym and cafeteria where others sat on teh same seats and were exposed to bacteria from urine

a staff member with a contagious disease was told it was no excuse to be absent-the lawyers decided staff memeber would come back after 6 weeks without medical clearance-medically fragile students were exposed to danger

i can just argue with the previous one - how come they don't have enough funds to provide at least twice healthy food for kiddies and they have funds to go to restaurants till 2 am? i say asian parents aren't educated enought to know about children upbringind. this is the fault of goverment. in europe as soon as u have a baby nurse and doctor will instruct u how to treat him/her and give u a lot of litrerature. and yet i have seem lots of european parents drugging small kids at night

school staff allowed a child to go throoughout school with leaking diaper--even to lunch room because child refused tohave diaper changed--

school administartor insisted a teacher with Mono should come to work with medically fragile children
