My son has a unique way of crawling, he uses his hands and one leg, then drags the other. He developed a raised mark that our doctor called eczema, and gave us the creams and it went away temporarily but I never saw it go away as quickly as when I applied tea tree oil to the spot, the link below says not to apply it in full strength to an infant, but I did and it worked for him, two years later, he still gets the bumps occasionally, but the tea tree oil helps right away I get a small bottle of it at walmart for a few bucks. If it is happening in more than one spot, it sounds like ringworm, which again, the tea tree oil works on. I'm no nature freak, but this thing works

It sounds like eczema, but she might be having allergies to the cows milk. I would maybe get a second opinion and take her to a couple different doctors to see if they all conclude the same diagnosis.
