Figures do matter. The level of harshness of laws depends on stats. If the abuse rate is less than 1%, they'll send out the usual warnings to help kids and not make strict laws. But if the figure is like 43%, strict laws will be all over the place and adults with children will be very closely monitored.

It is becasue the 90% abuse stat was believed that the incredibly sexist VAWA came into being.

I think smoking whilst driving a car should be banned full stop! it distracts the full attention of the driver, and in one case that I know of causes road rage, when I was almost across a road, a car turned into it beeping his horn and hurling abuse at me! cu*ts like me should not be allowed to walk on the roads he said whilst creaming many other obscenities at me, as I neared him to punch him right in the mouth for his unnecessary abuse I noticed that he was in the process of rolling a cigarette, I know I should not have hit him but I would allow any gob shite like that to talk to anyone the way he balled at me.
