Sadly, just as long as they get an MD degree and a physician license they can hang out a shingle for anything from cancer therapy to brain surgery.The few times where I tried to find out if the doctor was board certified, they only way was to pay money to get the answer. The state won't help you find the answer.

In a counselor it would worry me, not so much in a psychiatrist. Check out his other credentials: if he seems legitimate, it's probably alright.Board certification is pretty simple though, so it's odd he'd choose not to have it, and you have to be aware that those 'reviews' are pretty easy to fake just by going to the library and creating several false reports from public computers.
Seems to me that it couldn't hurt to do an appointment with him, and one of the first things I asked would be 'How come you aren't certified, and what does it mean to me as a prospective patient?' It's the sort of question he should be comfortable answering.
