I think that it's proper etiquette to return the gifts just as you would if you received engagement presents and called off the wedding.

I don't think your niece should do this herself. Maybe you or her mother could?

Having said that, I think it's abhorrent that people have requested the return of their gifts rather than waiting for your niece to be ready to do it herself. Those people are completely insensitive!
