I see you're asking this question again. Doctors are not allowed to advertise in Hong Kong, following is the link to the Hong Kong Orthopaedic Association. As you can see from their qualifications, many of these practicing doctor have a degree from a UK or Australian university. In short, every single one of them speaks fluent English because all of them were taught in English with English textbooks.

By itself, no. You will at least have to take the bar exam in the state you wish to practice law in and you will have to check whether that state bar association accepts your degree from your university.

it is so weird that I found this question because just a few days ago I was heard somewhere that the doctors from hong kong are the best and that the US have some kind of meds being perfected over there or something because the medical board is extremely strict and have extremely high expectations from all doctors in HK.
So do not fret my friend. HK just wants to make sure you are at your best and they want you to push yourself to the peak of your potential. Just know that HK is very strict so you are not the first to fail so many times.
Just work harder and push yourself even more so and you will make it.
