As long as you have coverage that meets the minimum coverage standard, the IRS will not care what your deductible is.

I'm in Indiana and our state insurance plan is based on income, which makes it much cheaper than just acquiring private insurance. However, if you're employer is going to pay a portion of the premium, I wouldn't think it'd be based on income. I do not believe our insurance plan has dental, just the essentials for people who wouldn't otherwise have coverage. Sorry I don't know more about Texas specifically but I hope this helps a little?
