That would be illegal for them to do. As long as he is being educated legally in your state, and homeschool is a legal option, then he is a student.

IL has a waiting list, to get into their high risk health pool.

Depending on what's wrong, you MIGHT find a private carrier to give you a policy at a higher rate, or excluding condition related problems.

You're not going to find a private company willing to swap your $300 a month payment, for $1,000 a month claims. They'd go out of business if they did that.

That IL high risk health pool, or an employer (waiting through the exclusion period) are your best bets. Oh, and the high risk health pool is NOT taxpayer subsidized - so depending on what's wrong with you, expect the premiums to be 3X to 10X what a healthy person your age would pay.
