You might be thinking of Medicaid, which is the state ran program for low income people. You have to qualify by having low income and low assets but they don't take the assets either. You can look up Medicaid for your state on the internet to see if she qualifies.

There are some guaranteed issue plans available so you should call an independent agent to see if something is available in your area.

A non-US citizen can get a regular insurance policy here in Florida as long as they have been a resident for one year. No ss# is now required. Has she been here one year? The insurance company will require proof such as a utility bill, bank statement etc. If she has been here in the US less than one year she will need travel insurance. See some websites below.
