Nearly zero. The fact is that medical malpractice lawsuits make up 5% of the total medical costs in the USA. Some of these malpractice lawsuits are "frivolous," but surely not all of them. We can say then that "frivolous lawsuits" make up less than 5% of the total cost of healthcare in the United States.

Government makes more in profit (taxes), off gasoline then the oil companies do.

The price of health care will only go down, if people start paying for it themselves. Universal health care will push costs up.

If you're arguing for strict price controls on insurance premiums then I agree with you. Health care coverage however is not and never will be cheap. Congress can require that you buy health insurance but it should also mandate price controls and include a public option for people who don't want to deal with the insurance companies.

It depends upon your ages and health history, your kids ages and gender, the type of plan and where you live. Here is some monthly averages for you:
Comprehensive Major Medical - includes dental, vision and maternity $800-$1300.
Comprehensive Major Medical - not including dental, vision and maternity $500 - $1000.
Budget Major Medical - may not include or may limit doctor visits and may have some procedures subject to the deductible $400-$800.
Basic Medical - may have many limitations $200-$600.
Medical Discount Scams (oops, I mean Medical Discount Plans) - You pay to have a card that makes you pay everything up front and gives you discounts that equal what you'd pay if you paid cash $10-$150.
