It depends on the individual plastic. If the temperature of the food is below 212'F, then you don't have any problems with Polystyrine. As for Dioxin, you can get it from a myriad of other things in MUCH higher amounts - like BOTTLED WATER.

Volunteer? I'm not aware of any offices that take volunteers. You can look for paid positions on the Province of Ontario website

They are also called ServiceOntario Health Card Services now-not Ministry of Health.

Edit: Positions are hard to come by because once people are in the positions they tend to stay there for years. They are good jobs with good pay. (high stress though at times) There wasnt any today, but keep an eye out. The webpage I gave updates every Friday.
You can also apply for other government jobs (provincial) and then if an internal position comes up that the public cannot apply for, you can try and get in then.
All Province of Ontario jobs for the public are posted there...they don't take random resumes.
