Contact your local hospital and speak to the volunteer department. The people there will be able to advise you on the procedure. At my hospital, volunteers must fill out an application and complete an interview, get medical clearance, be screened for TB, attend orientation, and possibly interview with the specific department they want.

Once you're in, you may be able to choose the role you'd like. At my hospital, some volunteers are messengers and take things between departments. Some volunteers escort patients to their cars at discharge. Some volunteers help with filing, some staff the information desk, help with the gift shop, bring the book/magazine cart to patient rooms, etc.

I work in pediatrics, and our volunteers play with the patients, check on them and bring them things to do, give parents a break, help us decorate, help us with special events, lead art activities in the playroom, clean toys, and more.

Electrical Engineering is a vast field and your question is too general. For example a person with a EE degree could easily decide to specialize in network engineering and become a network engineer or system administrator in the IT department of a hospital system. But such jobs exist in all organizations not just hospital systems.

To be more specific, you could specialize in IT/IS systems that specifically cater to the health care industry. Health care is a major are of focus and technology is going to be a big part of bringing down health care costs.

If you want to combine your electrical engineering skills with the field of medicine, then you could specialize or do your graduate study in the field of bio-medical engineering.
