In the most conservative definition, a Medical Scientist would be someone who works in translational research--someone who brings scientific breakthroughs from the lab to clinical application. A more liberal definition would be anyone who does scientific work that has direct clinical implications. Often you have to have a MD to lend any credence to the claim that your work is clinically applicable.

You are correct that Biomedical Engineers are involved with technology. These are the people who will be devising new medical instruments and equipment.

The types of work are different. You typically associate Medical Scientists with wet labs in which you are working with biological materials, whereas the Biomedical Engineer will usually be working with machines primarily, possibly using tissue from living things for tests.
