Have him ( or you ) contact the Dr and ask them about low income assistance programs. When i wasn't working my Dr filled out some forms and sent them to ELI Lilly and i would get a 3month supply of insulin for only $5.You could check out Medicaid or Medicare but diabetes is not considered a "disability " and unless he has other medical programs will not be eligible for Soc Security Disability ( I know that from personal experience) Also Walgreen's has a program that for $ 20 a year will give low prices on prescriptions. Not if you have Type 1 (aka Insulin Dependent Diabetes) If you have type 2 (aka adult onset, non-insulin dependent) then there are other medications that help the pancreas work better, and make the body more sensitive to your own insulin.

It goes without saying that proper diet and exercise are extremely important. There are no "alternative" treatments that have been scientifically shown to work for diabetes, anybody who tells you otherwise is lying or misinformed.

Oh, I am sorry to hear about your father. There are some natural things that might help a little, but he would need some intensive help to restore his foot. Usually, by the time there is that much damage, there isn't much left that can be done naturally to heal it.
My best recommendation would be to find a homeopathic/natural doctor ASAP and see what the doctor can do for his foot. You may need to travel a ways to find a good homeopathic doctor that can possibly save his foot, but if you can save it, it'll be worth it.
If that isn't an option, there are many natural products that can help with blood sugar health. There's Cinnamon, Alpha Lipoic Acid, Chromium Picolinate, Gymnema Sylvestre, Mulberry, and Fenugreek Seed. The main problem is that with Diabetes, too much support can be just as bad as not enough support, so it's safest to check with a doctor on which ingredients and which doses would be best for your father in particular. I've tried cinnamon, and it nearly bottomed my levels out..so be careful with this one.

Fenugreek works well with blood sugar balance as well.

Any herbs you use must be used with caution and with consistent monitoring of your blood glucose levels to prevent a drastic rise/fall in levels.

Chromium is great for balancing blood glucose, but it's hard to absorb so take it with Vitamin C.

There are many many more herbs that work well for blood sugar balance as well as vitamins and minerals, the ones I mentioned are the ones I have personally used.
