We Answered:

Probably. In the Philippines, the board of examiners is not comprised of specialists in all the fields. I remember, when we had our exams, the Pediatrics portion was written by a non-pediatrician. I'm not really sure if you're talking about medical board exams or the specialty boards. I doubt that they'll allow a non-specialist to write questions for the diplomate boards. Anyhow, that's in the Philippines. Not sure about other countries.

It happens now... everyday... all the time. Wrongful death suits are the reason medical malpractice insurance is so high.
