Good idea. Main difficulty would be corruption - as it is today in Africa.
The multi-national specialists would steal some of the money and the Africans the rest.
Under Mao, the Chinese spent 3 years and all sorts of sweat and expense building a rail line between Dar-es-Salaam and the interior (about 2000 km). Entirely free. They got nothing in return except malaria.
Today the line has fallen into almost total disuse and decrepitude.
Look at South Africa : black rule has all but destroyed the rule of law and corruption so damaged economic development that the country is wobbling, altho, alongside Zimbabwe it appears rock-solid.

I'm a Christian, and I'll give it a shot. Secular charitable organizations are composed of people who are trying to do the right thing. Ethics and religion are two separate issues; one need not be religious in order to be ethical, or to help one's fellow human beings. It is within the scope of all human beings, not just religious ones, to do good. Not all charitable institutions are necessarily religious. The driving force is a desire to do that which most benefits mankind.
