Well, I never been to New Jersey so I can't comment for the New Jersey part.

I would say Virginia.

Norfolk and Virgina Beach areas is nice. If you wanna get away from the snowy weather in the North, I would recommend Southern Virginia. I think the schools and the cities in southern Virginia is okay.
