If there are no job openings then I would presume that the need is not great. Check to see if there are any major construction projects going on in the area and get the name of the contracting companies and send them your resume.

No you wouldn't have to take the whole program over again. RNs are RNs. You will likely only have to take the licensing board exam to eb able to practice in the province that you choose to work in.
