I believe that before being able to participate in nurse programs she should pass several exams because medical systems in Ukraine and US are different.
Here's information (in Russian) what exams she should pass, the information is for russian citizens but i don't think there's difference with ukranians in this process.

A nurse should pass 3 exams:
1. TOEFL or IELTS (for the level of english)
2. Medical qualifying examination CGFNS
3. Medical examination NCLEX for obtaining the american license
The whole immigration procedure after passing the exams takes app.6-12 months.

I don't think it's easy and in any way K-1 visa (fiancee visa) will allow you to be together sooner.

Moreover why you go outside even today in India there is a large gap between the required and available nurses. Though money may be less in comparsion to US.
