To answer your first question, yes, most schools do take transfer credit from community colleges. What you need to do is, when you go in to talk to your counselor at the college, mention to them your plan and they will ensure that you dont end up short on credits or waste time taking classes you dont need.
As far as having a baccalaureate degree in a field other than occupational therapy, all that they mean is that you really cant find a school that offers a bachelor's degree in occupational therapy. It is a more specialized field that you would come into after studying something else. To be honest, you could come in with a bachelor's degree in anything you want, so long as you do well enough on the GRE and in your undergrad studies to prove that you will be able to handle their Master's program. However, to give yourself the best chance, I would suggest a bachelors in one of the social sciences, particularly psychology. That would give you a good base on which you will be able to build the stuff that they will teach you in your master's studies.
