As an aspiring voice actor myself and as someone who has gone through the NY educational system, I don't believe that there are any schools that offer minors in voice acting.There are however, acting classes that can serve the same purposes.
Some of the classes that I took were titled; Acting with the voice, story dramatization and voice classes (for singing). Though depending on what school you choose these classes will have different names.
There may be some schools in larger voice acting areas (LA, Vancouver, Canada and Washington that offer voice acting classes.
