That must be a horrendous situation to be in for you, have you looked at the council exchange register? there must be somebody in desperate need for the extra bedroom you have.
It certainly does not seem ideal to make yourself homeless as you are then at the mercy of the housing association and whatever they have promised you can often fail to materialise and at the end of the day making yourself intentionally homeless would put you lower on the list than you already are.
Would the OT not provide you with a stair lift? if you don't need a full time carer maybe they are not classing you as a higher medical need than you should be.
Failing that could you not look into private rent for a more suitable property?
