The Navy has programs that will help pay for it. You can also go to a cheaper school. If you really want it you'll do what it takes.

I don't know how long it would take to qualify for in-state tuition in Arkansas, but normally, you have to have lived in a state for a year, and *not* be going to college during that time, in order to qualify.

There are no colleges in Arkansas that offer your major.

If you need to save money, and want to get your basic classes out of the way, would your dad be willing to pay for you to go to community college for a year or so, in PA, to do that? I think that's your most practical option.

If you move to AR now to do your basic classes, you'll be paying out-of-state tuition. But if you stay in PA and go to cc, you'll pay in-state tuition rates. And you'll pay the cheaper-than-Penn State, community college tuition, which may help out with the finances. Once you get your basic classes done, you can transfer into Penn State to finish up.
