I moved from Dallas to Boulder.
Property taxes in Texas compared to Colorado are high. But the overall cost of living and amount of house you can get compared to here is huge. So much cheaper to live in Texas. You won't have state income tax and registering a vehicle in Texas costs next to nothing.
In all honesty, we were so happy to leave Texas. I hated the weather. But if we ever did have to move back, Austin would be the place. It is similar to Boulder lifestyle wise.
For me, the heat/humidity is unbearable and there are no mountains :)
It was a big sticker shock moving here from Dallas. So in our experience, while things like your property taxes might be outrageous compared to here, other things are much less expensive.

Inexpensive? How about free? First, check with your local library to see if they have the CD sets for Pimsleur, Beginning Spanish and Beginning Chinese. If not, ask to do an inter-library loan There is a basic 8 lesson set and the full 30 lesson set. Try to get the 30 lesson set. Doing an inter-library loan, you might be able to keep the disks for a week. That will give you time to evaluate how you like the language. Pimsleur can be burned to an MP3 format and played on a computer or an mp3 player. It doesn't use a book. It is easy and you can carry it around on an ipod or a cheap mp3 player. Listen every day. If you finish the Beginning 30 lessons, get the Intermediate, then the Advanced. No book is necessary. Set aside separate days for each language. Once you get started, use the internet to find sites that explain the basic grammar of each language. Chinese has one of the easiest grammars that I have ever studied. You won't have to learn the characters for quite a while because students in China learn using an alphabet called Pinyin that has all the letters that we have in the English alphabet. Maybe later on you can fool around with the characters but if you learn to speak you can communicate without characters.

My son is in the Army stationed at FT. Hood, Texas so we travel there alot and spend 2-3 weeks each time and I have researched the area.

Austin and San Antonio are growing. House Prices are still fairly low but are going up at a good pace. These two cities are about the only place in the country that home sales have increased by a large percent. They rated the highest in the recent Real Estate studies.

You have good nightlife, great outdoor activities, close to Houston to take cruises (at last minute low rates), not too far from the beaches, and you have great weather. Gets a little hot in the summer but tolerable. Lots of jobs too.
The only problem I have found is the traffic, it is bad at many times of the day.
But there is a belt (private) that goes around the city and you can jump off and on for easier access. It is a toll road and the tolls are expensive but I know there is passes you can buy for locals.

I have found that if you go to Texas you need to soak up the Texas Spriit it is everywhere. Texas Pride is evident and Texas flags fly all over the state. They are proud of there sport teams, colleges, ranches, and heritage. Be prepared to get involved and be a texan. And the steaks are to die for. Have you ever heard of a 2 pound steak? The men and even the ladies eat them in Texas. They cover the entire plate and sit 4 inches thick.
