Trying to think why there would be any significant OT presence in a psych facility and I can't think of any reason for it. OT is not literally "occupation" as in finding someone a job. It is fine motor skills, managing day to day life, doing things like cooking meals, getting dressed, basic functions.

The experiences I've had with OT have been on regular hospital floors and long term care facilities where they are preparing people to be transferred home.

I think that free access needs to be earned by a professional evaluation of the appropriateness of the patient's behavior during both supervised and unsupervised therapy.

Over a period of several weeks, the patient should need to prove his ability to comprehend and successfully implement his opportunity to accept the personal responsibility and freedom that is being granted.

Of course, many psychotic patients cannot measure up to that responsibility.
