Does Penn State not have a career services department? They would probably have info on internships, especially if they are required by your program. Speak to your professors and to your advisor, too.

It may be very difficult to get a paid internship, especially in the social services area. You might try contacting social service agencies and/or hospitals, etc in your area to find out whether they have such programs.

Regarding HIS! answer, OT is now at least a master's degree. However, COTAs (assistants) do exist at the community college level.

You'll still be required to do gross human anatomy in most programs. however, there will be a lot more psych than the hard sciences in OT school.

Gross human anatomy builds upon what you learned in A & P.

I can only account for the OT aspect since i dont know much about rehabilitation counseling. Occupational therapy is a wide field that you can work in a variety of fields. A huge field is people with mental disabilities which I'm guessing you are talking about when you say disabilities. OT jobs are easy to come by. I would think it would be easier to get a job in occupational therapy and they make good money even starting off.

Both jobs you are helping people and truly making a difference in their lives. If rehabilitation counseling has a lot of jobs and makes good money (you can go to payscale.com to get a general idea) just follow your heart. What is your gut telling you to do?
