As far as I know, you do not have to go to med school to become a pharmacist, or go into any area of pharmaceutics or pharmacology. There is a program called the "Pharm-D" program in which you can earn a doctorate of pharmacy in about 6 years. However, a friend of my uncle's received her doctorate in this program after only 2-3 years, due to her outstanding GPA and preexisting degrees in biology, mathematics, and chemistry. After she graduated with her doctorate, she was offered a positon which included starting pay at $110,000.

Most pharmacists start out making between $70-80,000. However, this is ONLY in retail (i.e. CVS, grocery stores such as Publix in the South East, and other retail stores)--NOT in hospitals--they make the least amount of money, averaging roughly $60,000.

However, I have been told by many, many pharmacists NOT to go into retail--to stick with the hospital--because one has to deal with the pharmaceutical companies, customers, complaints, and all that other good stuff in order to make the money. However, I am still planning to go into retail, seeing as how they make more money and I have no problem dealing/interacting with customers, companies and the like.

There are not any "best" sites today. All the job sites like Monster.com are getting 200 applications for every position they advertise. He will have to go in person and apply at any company that will let him in the door.
Since so few pharma jobs are hiring, he may have to try something else until times get better. He can apply at a hotel or manage a restaurant.
