Seems like your doctor is going about it very conservatively...so either your doctor is a very cautious doctor or you have an injury that requires you to immobilize the ankle to allow healing. Maybe you should ask your doctor if PT is a good idea right now and if so to refer you to a PT so that you can do it under the supervision of the PT and not make things worse.

I agree with the water therapy as an option. Depending on the size of the dog you can do them in a tub, other wise you need to go someplace or get pool when it's warmer.

I would ask the therapist about stretches and exercises at home.

Also you might want to look into acupuncture. My breed of choice is a giant breed prone to joint problems and arthritis and so many of the breeders, showers, owners that we've talked to swear by acupuncture. I have not personally tried it but for many it has helped their dogs greatly and is done less often and cheaper than therapy and much cheaper than surgery.
