I live in the U.S., so I don't know anything about the Canadian Government Programs, but I can tell you a little on the medical side. My dad had the same problem. Your dad could end up permanently handicapped. If the state won't pay for chiropractic or PT, which I would never recommend as a first step anyway, see if they will let you go to an Orthopedic Surgeon. They can truly diagnose your dad. He will probably need x-rays, an MRI, and may need to be referred to a neurologist as well. Trust me, this is nothing to mess with. Get him to an experienced Orthopedic Surgeon ASAP. You can probably get a referral from your primary care doctor. Good luck.
