It is actually one of the very best careers one could have. Speech pathologists are in very high demand, and it will be even more so because of the aging of the "Baby boomers", as well as the thousands of US military veterans with brain injury.
You are fortunate to be bilingual. I am, too, and was never out of work longer than a week.
There are many settings where we can be employed, and they cover the entire human lifespan. Hospitals, clinics, nursing homes, schools, and private practice are all possibilities. I worked primarily in the medical setting, where I specialized in neurogenic, swallowing, craniofacial, and head and neck disorders. If you want to work with kids, there are specializations with that population, too. Another good thing is you can switch settings at any time if you burn out in one. You can find work literally wherever you live, so it is highly mobile. It pays well (I retired at $90,000 per year after 20 years), is interesting, and you can work full-time, part-time, per diem, or as an independent contractor.
If you want to get an idea of just how in demand SLPs are, look up jobs on Craigslist, Monster, etc.

It also has a detailed "Scope of practice" section that details the practice of speech-language pathology according to Internaitonal Classification of Functioning, Disability and Health (ICF) standards of the World Health Orgnization (WHO).

No, there's nothing akin to it. Only speech pathologists (or closely supervised speech assistants) are qualified to do speech correction.
Audiologists do aural rehab.

You might find just the right place for you helping people who stutter with improving their speech as well with their getting their insurance company to pay for therapy. A lawyer can help stutterers who can't get a job or lose a job because of their stuttering, I bet. There are probably other situations where a knowledgeable lawyer can help someone who stutters. You might contact The Stuttering Foundation www.stutteringhelp.org or ASHA (American Speech and Hearing Association) to see if they have information or suggestions.

Associate in Science would be the best since you'll get a good science foundation. Of course you'll have to take some liberal arts courses to satisfy the graduation requirements of the community college.

When I went to school, my program admitted students with unrelated undergraduate degrees after they had taken 5 "core classes", which included anatomy and physiology of the auditory tract, A & P of the vocal tract, speech development, language development, and phonetics.
Undergraduate courses added onto the master's coursework included articulation and phonological disorders, and fluency disorders. Once those were done, the master's courses started.
I don't recall what the arts degree students had to do in terms of clinical practica, though.
