There is a channel on Dish Network called BabyFirstTV. The have a program that comes on maybe 10 times a day called BabyDIY. It shows ¥øû how to make child safe crafts using food or whatever. Well one time they made fruit buddies.They took apples and, using peanut butter as glue, put cheerios for eyes, a cherry for a nose, twizzler or something else stringy for a hair and then a orange, lemon or pineapple slice as a mouth. "My two year old has perhaps 4 words that he uses, puts none together."
On the basis of that he uses only 4 words at age 2, it is far too early to think about a problem related to the autistic spectrum disorder (ASD). On top of that:
"... but he babbles incessantly."
Which is contraindicative for ASD.
"He interracts well with most people, laughs and is loving ..."
Another contraindication for ASD!
"... but he hasn't been around other children to know what to expect of them. He plays with them some but not much. "
Ok, that explains a little bit why he is not very good in social awareness (yet).
"He will ignore my calls. Will only respond to a forceful "no". He takes no interest in the activities that I set out for him and doesn't seem to pick up on cues of how to do things like drawing."
This is perfectly normal behavior, your kid seems to have an inclination to go his own way and do his own thing.
And the specialists have given you likewise feedback!
Don't spend anymore time thinking about autism! When you start reading some usefull sources in detail ... you will find out that the behavior of your son doesn't match with the behavior of autistic kids at the age of two:

This is a difficult choice, but my suggestion would be to go with the regular pre-k classroom rather than the special needs setting. Children this age do learn a lot from interacting with their peers, and teachers in a classroom with typically-developing children are usually trained to deal with children with special needs. You might want to visit that classroom first and talk with the teacher to be sure she feels it's the appropriate setting for your son, but I bet your son will thrive and enjoy the mainstream classroom!
