"Self Therapy for the Stutterer" published by The Stuttering Foundation of America worked wonders for my family members who stuttered after working through it step by step. He can start on this right now. It is a book that was used in therapy sessions with one of my uncles and then he bought it for his brothers (there was no internet back then) who couldn't see a therapist.

If you are in the US contact the school ASAP. Most states do have programs to assist in home until the child is old enough to go to a Specialized preschool. Waiting is not an option. Please also check her hearing - you need to find a developmental pediatrician who has the knowledge to point you in the right direction.Check out parent information on Autism Speaks.com

Don't know about the three countries you mention but there certainly seems to be a shortage here in Sweden. My 8 year old grandaughter is speech impaired and rarely sees anyone, certainly no one on a regular basis. She does Music Therapy and swimming and they seem to be the only activities she receives.
