By the age of 3, a child should be speaking in 3 word utterances at least and have alot more than 30 words.However, it isn't really your place to tell her if she doesn't want to get help. I am not sure where you live since you used the word "mum," but maybe there are services available for her if she talked to her pediatrician. In the U.S., you get speech/language therapy through the schools.

This anxiety is totally normal, but remember these people are professionals and have had many kids go through their care and come out the better. You'll always worry that she's being hurt, or picked on, or any number of things, but you'll learn to deal with the worry and it will eventually lessen because you begin to trust in her abilities to stand up for herself, and to learn to be strong. You were a kid once, remember how great it felt to save yourself for the first time. She's too young for that but when she eventually goes to school for a full day you'll be more used to it.
