not slow, just not talkers...kids learn what interests them. my son was an early talker, but still quite happy sitting in his own poop at 3 1/2.
if they are generally ok, walking and playing, then there shouldn't be much wrong with them.
twins sometimes have their own "language" that excludes parents.
maybe, with 4 youngsters, mum does not have much time to spend with each of them individually, so she's not talking to them much. kids learn from parents. my mum told me to always talk to my son, even as a baby, just like here comes your vest, now we do the poppers up... now the socks... so he's always had loads of communication.
they might also be copying the 4 y/o. there is a little boy in my son's preschool class who's older brother had speech problems. the younger one was fine, but as he adores his big brother, he copied the bad speech.
if you spend some time with them, try spending a few mins with each twin on their own. sit down and read a story with them. get them to point at things as you say the names. this will give you an idea of their understanding.
then try to get them to say the names of the things when you point.
my initial reaction is they don't have much language to copy from.
fraternal twins means non identical i think.
