Along with looking for a doctor with board certification in facial plastic and reconstructive surgery, you should look for a doctor who can show you lots of before and after photos so that you can see the quality of their work because it doesn't matter how little the surgery costs if you aren't happy with the results!

If you stretched slowly and safely, you should actually have no problem with it closing back however if you went too fast and were having problems with infections or even blowouts then surgery might be your only option. Have you tried letting it close up naturally or you asume it won't work?
For your surgery options, I don't know a lot and you'd have to go talk to someone about it but I saw a lobe reconstruction on TV and when it was finished you would have never known how big his lobes were before, looked completely normal. As for prices I'd say you should call and ask.
