You may have to make some phone calls to foreign countries to get costs. Then google the doctors or clinics you find for reviews.

My opinion is that you shouldn't get plastic surgery on your eyelids... but if you insist on doing it, 10k is too much. Get a second opinion, and consider going overseas for the procedure... 10,000 would pay for a nice long trip to Thailand as well as the surgery, with enough left over to do it twice more!
