Technically, any physician fully liscenced in a given state can do any medical procedure. The question is whether they will be able to get malpractice insurance to cover them. That depends on their post graduate training.

Dermatologists can do surgical skin procedures and even cosmetic dermatological surgery. You get a mole whacked off... that's a surgical procedure. The things you're talking about are more cosmetic plastic surgery, which would require a little more training. It's entirely possible to do a residency in dermatology and then do a fellowship in cosmetic surgery to do the things you listed above. Either way... you're looking to make a boat load of cash.

That being said, if you can make it into dermatology... do surgical dermatology. Stay away from that cosmetic non-sense. If you can make it into plastics, do real plastics like reconstructive surg or cleft lips. Again, stay away from Dr. 90210 sorts of stuff.
