i think it all sounds kind of sketchy. you are being paranoid and that's good because that's the way human beings protect themselves. we should always trust our gut.

i would proceed with caution. and honestly, i don't think meeting him in a public place is enough. if he is really a creep (which is a possibility) then he may just make you show up somewhere then follow you. i don't know.. i just really want you to be careful. it's tough.. something that could turn out to be so awesome could also turn out to be extremely dangerous for you.

and, the thing about him moving to your city in a few weeks sounds very suspicious.
ask him some hard questions and see if it adds up. also, ask him the same question in a few weeks and see if his answers change.
