Medicare doesn't cover surgery for solely cosmetic reasons so you would need to have a referral from a psychiatrist or other medical practitioner to the effect that it was required for some other reason. That wouldn't be hard to do for scars resulting from an accident.

Aw! :) I'm actually half Cambodian and half German and I look absolutely asian. Although, Cambodians seem to have more of the almond shaped eyes and not the smaller, tighter eyes such as Korean and Chinese people. If people are teasing you about your eyes, totally IGNORE it. They're just jealous that they can't have unique eyes like you. You should be proud to be different. You can do different things like wearing eye liner, eye shadow, or mascara if you want to play up those pretty eyes of yours :) I personally suggest not getting plastic surgery, you're only 14 so most likely you'll grow a little more and maybe in a few years those eyes fit in perfectly with the rest of your face. Have confidence! :)
